We are a Grassroots Organization
North Country Alliance for Balanced Change (NCABC) works to advance initiatives and policies that balance our region’s environmental health and economic interests. We are located in New Hampshire’s Great North Woods and White Mountains region—Coos and northern Grafton counties. Our current focus is on Forest Lake, the Ammonoosuc River, and the surrounding communities of Dalton, Whitefield, Littleton, Bethlehem, and Carroll.
NCABC was founded in 2008, based on the belief that protecting the environment in northern New Hampshire is fundamental to our communities’ vitality, health, and economic well-being.
Strong and Persistent
Since 2019, NCABC has challenged a huge landfill proposed in Dalton that threatens the North Country’s environment, village life, and economy. The project was halted in 2025 with a permit denial, and NCABC is engaged in litigation to uphold that denial. Without our intervention, the Dalton landfill would be built by now.
In another victory, long-sought legislation passed in 2026 to mandate consideration of broad public impacts in landfill siting decisions, balancing expected benefits and foreseeable harms. The law also requires meaningful citizen participation in the siting process.
Going forward, NCABC’s work builds on these successes.

United by a commitment to responsible stewardship and meaningful citizen participation, they contribute countless volunteer hours researching complex issues, engaging with residents and policymakers, and advocating for balanced, science-based solutions. Their leadership has helped transform NCABC into a well-respected voice for environmental protection and community interests throughout the North Country and across New Hampshire, ensuring that future generations inherit the region’s natural beauty, rural character, and strong sense of place.
