What We Do

North Country Alliance for Balanced Change was founded in 2008 in the belief that a healthy economy in northern New Hampshire depends on a healthy environment. We have three main goals:

  • We’re working to stop a massive landfill from fouling the North Country.  Casella Waste Systems—an out of state corporation with a shameful environmental record—is trying to build an enormous 147-acre garbage dump in Dalton, less than half a mile from pristine Forest Lake and in the middle of the Ammonoosuc River watershed, one of New Hampshire’s highest-rated wildlife  areas.

With our team of environmental engineers, scientists and legal professionals we’re challenging this predatory company’s faulty permit requests before the NH Department of Environmental Services and federal agencies.  And we’re countering Casella’s false and fearful stories of waste capacity issues and rising waste disposal costs if their new dump isn’t approved.

  •  We advocate for clean water and air, climate protection and public health as well as solid waste management reform.  New Hampshire’s solid waste regulations are dangerous. They haven’t been updated for 20 years. NCABC is fighting for common-sense legislation: a permit moratorium on new landfills to allow time to replace feeble regulations with state-of-the-art, science-based policies; and two bills to limit the amount of out-of-state trash being dumped in NH—it now fills 50% of our capacity and increases pollution hazards statewide.

  • We educate New Hampshire residents and visitors, local officials, state regulators and legislators on the best solid waste practices…and the negative generational impacts that a mega-dump and outmoded solid waste rules would have on the environment, our communities and their economy.

None of this would be possible without the help of concerned citizens, our community partners, our superb team of environmental engineers, scientists and attorneys…and supporters like you.
